Anti social behaviour Police in North Devon have now started High visibility foot patrols in Ilfracombe, Barnstaple and Bideford town centres. These patrols started on the 19th November and will continue each Thursday, Friday and Saturday evenings leading up to Christmas. The purpose of these foot patrols is early intervention. Acts of anti social behaviour and any offences will be dealt with appropriately at an early stage and police powers will be used to remove offenders from the area allowing members of our community to go about their Christmas shopping and evenings out in peace. Good News for a change The Northern Devon Local Policing area commander, Superintendent Harris, would like to pass on good news for Northern Devon. Figures published recently show that, at detecting crime we are the best in Devon and 3rd best in the force area. Recorded crime shows a 14% reduction in total crime equating to nearly 1,000 fewer victims of crime. 25% less Criminal damage means 366 fewer victims. A 15% reduction in serious aquisitive crime is 90 fewer victims and violent crime is down 10% with 125 fewer victims. Vehicle crime is also down with an 8% reduction. This LPA is above the force average in response times to both immediate and prompt incidents. Customer satisfaction in dealing with most types of crime is shown to be the best in the force. Public Confidence in Police and Local Authority dealing with Anti Social Behaviour issues, which matter to them, is the second best in the force. Rates Scam There is a scam being operated in our area at the moment, individuals are receiving phone calls from someone claiming to be from the council stating that the individual may be eligible for a reimbursement of their rates. The recipient is asked for all bank details. There is no legitimate reason for anyone to ask for your bank details over the phone. Please hang up on anyone asking for such information on the phone as you are giving them access to your money. This message relates to police log 443 of the 10 November 2009. |

POSTAL SCAM A new spate of the postal delivery SCAM is circulating again. A card is posted through your door from a company called PDS (Parcel Delivery Service) suggesting that they were unable to deliver a parcel and that you need to contact them on 0906 6611911 (a Premium rate number). DO NOT call this number, as this is a mail scam originating from Belize. If you call the number and you start to hear a recorded message you will already have been billed £15 for the phone call. Yellow Pages Yellow pages are currently being delivered in certain areas of Devon. Delivery agents have been instructed not to leave directories on view from the street, however it is unavoidable that some books will be left outside and the support of neighbours is enlisted where possible to minimise the risk of burglaries. Tarmac Sales (a further warning) A man has called at a property in Axminster this morning offering tarmacing work and could now be moving on to your area. The police would like to remind you that any work undertaken by callers at your door does not offer you a safe way of maintaining your property. Some of these callers can be very pushy if you have one like this then consider calling the police. On no account let someone into your home you do not know. Burglary A burglary has been reported in Huntsaw, Torrington, yesterday 22 July 2009. Entry appears to have been via a fanlight. Electrical items were stolen and power tools taken from a shed. Scam telephone calls Numerous phone calls are still being received throughout our force area from someone claiming to be from a bank asking for card details to clear an outstanding bill. This is a scam and anyone who has fallen for this has had several amounts taken from their bank account. If you get a call like this hang up. This message relates to Police Log 856. Theft reported - Torrington A vehicle has been broken into in a car park on the Tarka Trail near Torrington on the 24 June. Please be reminded of the need to secure any items which you have to leave in your vehicle in the boot. This includes removable fascias from audio equipment and sat navs. Unfortunately car parks at beauty spots are a particular target during the warm weather. Theft reported - Shebbear Between 10.00 on Wednesday the 17 June 2009 and 11.00 on the 18 June 2009, a burglary was committed in Shebbear. Damage was caused and items stolen. Six saddles were taken: - a Burford Event GP Saddle, brown with red fleece saddle cover. - two brown Lovitt and Ricketts GP saddles, one with black & yellow saddle cover. - a Brown Ideal GP Saddle. - two black Thorowgood synthetic saddles. Home Security Advice On Wednesday 29th April Torrington Police are running a home security initiative at Winkleigh Mini Market from 0930 to 1030 and Torrington Pannier Market from 1130 to 1300 hrs. As well as being able to speak with your local officers with regard to security measures we will be offering a property marking service for small house hold items as well as a Tack marking service for your equestrian equipment. Unwelcome Visitors There have been several incidents this week of bogus callers in the Devon area. The latest was in Exeter an hour ago (Posted 3.55pm 9 April). They use many claims to try to get into people's homes: the water board, council, window installers, also the BBC checking on the digital switch over. Their aim is to commit crime. In view of the number of attempts being made recently to scam members of the public, you may be interested in a production on this subject designed to inform and entertain you. This will be held in the Polyfield Centre, Bideford East on Wednesday the 4th March at 11am. "Too good to be true" is an energetic live story telling event with music performed by professional actors, demonstrating the Rogue Tarmaccer and Holiday of a lifetime scenarios. All are welcome. |

Warning The police would urge people not to travel unless absolutely necessary. Many roads in Devon and parts of Cornwall remain closed after the heavy snowfall, with others passable only with extreme care. Take precautions when out on the roads carry blankets, a shovel etc, stay alert and watch out for black ice, particularly as the day progresses and temperatures fall again. EMERGENCY VEHICLES The Highway Code offers little advice on the correct course of action to take upon seeing emergency vehicles travelling on an emergency call. Here are some dos and don'ts. ● Do not mount kerbs to avoid emergency vehicles. You may damage your vehicles steering tyres, wheels, and suspension. Larger vehicles may damage the pavement. There is also a risk to pedestrians. ● Do not stop opposite vehicles or obstructions if such positioning would not allow the emergency vehicle to pass. ● If you are about to emerge from a side road and see or hear an emergency vehicle on the major road, do not try to emerge until it passes. ● If, whilst travelling across a traffic light junction, you become aware of an emergency vehicle approaching from either side, do not brake harshly. This may cause an accident. If you cannot stop by gradual braking keep travelling across the junction. Emergency vehicles must give way to traffic crossing on the green lights. ● Similarly, if you are on a roundabout and see an emergency vehicle approaching, do not brake harshly to allow that vehicle to enter the roundabout, there may be a vehicle behind you that is unable to stop. If possible reduce speed gently without causing danger to yourself or other road users to allow the emergency vehicle to enter the roundabout. ● After one emergency vehicle has passed be aware that a second vehicle may be approaching. Check your mirrors and listen for the sirens. When there are two vehicles running towards the same incident, different types of sirens should be used to assist other road users identification. ● If an emergency vehicle is approaching from behind whilst you are travelling along a double white line system, where the line nearer to you is solid, maintain a safe speed and do not exceed the limit. The emergency vehicle will hang back from your vehicle and may even turn off some of the emergency equipment. If you see an obvious area to pull off the road signal your intention to do so. At the end of the white line system or where the lines change priority find a safe place to stop or slow down to allow the emergency vehicle to pass. ● Where emergency vehicles are travelling on dual-carriageways or motorways drivers in front should move to their nearside lanes. This will allow the emergency vehicle to use the outer lane. When moving into the nearside lanes, drivers should signal their intentions and take care not to pull directly in front of a vehicle already in that lane. ● Where the traffic is stationery, or very slow moving on multi-laned roads, the emergency vehicle may straddle the lane markings. RURAL CRIME Unfortunately there has been a steady increase in the amount of rural thefts across Devon & Cornwall Constabulary. Therefore I have listed some crime prevention advice to help stop you from becoming a victim. ● Try to secure or immobilise equipment when not in use, if possible remove machinery from fields, particularly those near to roads. ● Mark and record your property. Record serial, chassis and model numbers of machines and equipment. ● Paint your farm name onto valuable tarpaulins. ● Engrave or paint tools, vehicles and equipment with your postcode followed by the first two letter's of the farm name, always keep tools and smaller machinery locked away. ● Use British Standard locks, locking bars and high security padlocks. If possible install some security lighting around the yard. ● Consider joining the local 'Farmwatch' scheme. ● Keep firearms and ammunition stored separately in secured locked containers and cabinets. ● Finally, encourage employees and visitors to be security conscious, look out for strange vans or cars, try to get a registration number if possible and let us know. ● It is also very important that you have adequate insurance cover for vehicles, equipment, and livestock as well as for your buildings and contents. RURAL CRIME The police are concerned at a rise in rural crime recently in Torridge District. Burglaries, shed Break-ins and thefts have increased recently. We need your help in two ways. 1. Prevention. Please secure all access points to all your property, including Outbuildings Sheds Etc and remove from view any equipment thought attractive to thieves. 2. Information. Bogus Callers
Most people that call at your home will be genuine. But sometimes, people turn up unannounced, with the intention of distracting you and tricking their way into your home to steal money or valuables. They are known as 'distraction burglars', 'bogus callers' or 'cold callers' and will try numerous ways to distract you to get into your home. Devon is one of the safest places in England to live and crimes of this type are fairly rare, however - we want you to remember the simple message Stay Out Stranger to make sure that you stay safe. Devon & Cornwall Constabulary are urging everyone to be cautious when someone you don't know calls at your door - bogus callers often pretend to be someone they are not. They frequently claim to be from the water board, the council, the police, and health organisations or from gas and electricity companies. These people can be VERY convincing and persuasive and will use any excuse to distract you. Common tricks include children asking for a drink of water or looking for a lost pet or ball. Always Keep your door shut and locked and use a spy-hole or window to check who is outside. Do NOT open the door if you don't recognise or are not expecting a caller. Avoid keeping large amounts of cash at home Ask yourself Am I expecting a visit from a friend, neighbour or relative today? Has someone made an appointment by telephone or letter to see me today? If the answer to either of these questions is no then do not open the door and think SOS - Stay Out Stranger If you think that a bogus caller may have called at your door, you must report it to the Police immediately. Tarmac Sales (a further warning) Police Log 287 11 September. A further warning was issued today. Tarmacing is being offered in our area, by cold callers. Please have nothing to do with such persons. The work is usually sub standard, expensive and often unnecessary. High pressure sales tactics are usually employed, including intimidation. Tarmac sales door-to-door Police log 527. Please be aware that `Tarmac Work' is being offered door to door in the Holsworthy Area today 19th August. Employing such persons is risky in the extreme. The price quoted is likely to change dramatically after the work is carried out and usually to a very poor standard. Intimidation is also usually used to get you to pay up. Please employ local workers of known good reputation. |

Warning of Thefts.
Thefts of metal are on the increase in North & East Devon -
affecting both domestic and industrial buildings. Copper wiring, copper
(especially from electricity substations) - and metals from catalyctic
converters (which contain copper, palladium, rhodium, iron, cerium and
nickel) have been taken. Also, diesel fuel thefts are on the increase, as are thefts of domestic heating oil. |

The police would like to let you know that South West Water now have a telephone number to call to check out any caller purporting to work for that company. You should never call a telephone number produced by a cold caller as it could be bogus. This number only applies to South West Water and is 0800 169 1144. |

Parking
Restrictions Devon County Council adopted civil parking enforcement on 5 May 2008 and will enforce parking restrictions through the use of Civil Parking Enforcement Officers. In Devon, now parking has de-criminalised, all double yellow line offences, clearway offences. limited waiting, on street pay and display and residents parking, come under the control of the local authorities and are no longer criminal matters. They are now encompassed within civil law and as such Police Officers and Police Community Support Officers have no power to enforce them. The offences remaining for the Police to enforce are offences of obstruction, vehicle excise licence and endorsable offences (dangerous parking, construction and use offences and parking on zigzags at a crossing). |

Stray Dogs In April responsibility for dealing with stray dogs transferred to the local authority. This means that the Police will no longer receive strays and if a member of the public contacts us regarding a lost or found dog we will refer them direct to their local authority. The local authority is currently putting `out of hours' arrangements in place. The police will still continue to deal with Dangerous Dogs and these cases should not be referred to the local authority under any circumstances. |

DIESEL THEFT IN
TORRINGTON AREA The police have received several reports of suspicious activity in the Torrington area over the weekend, including burglary to closed premises and thefts of diesel. At least one of these would appear to involve a group of persons in a white Iveco Van index number R 849 GKO. Thefts Reported
(and recovered) On Friday 1 February there were three thefts within the Langtree and Shebbear area. A vehicle, trailer and quad bike were stolen. From information passed to other Forces, the offenders were later arrested and charged. |
